Regulatory & Legal Framework

Nigeria's oil and gas industry operates within one of the most complex regulatory environments in Africa. For decades, a patchwork of laws, regulations, and government agencies governed the sector - until the landmark Petroleum Industry Act of 2021 consolidated and modernised the framework. This module examines the PIA's transformative provisions, the licensing and concession regime, and the environmental regulations that shape how operators explore, produce, and decommission hydrocarbon assets in Nigeria.

After completing this module, you'll be able to:

  • Explain the historical context and five pillars of the Petroleum Industry Act (PIA) 2021, including governance, administration, host communities, fiscal provisions, and miscellaneous matters.
  • Differentiate between the types of petroleum licences and leases under the PIA framework, including the processes for licence award, farm-in/farm-out transactions, and licence revocation.
  • Evaluate the roles of key environmental regulatory bodies such as NOSDRA and the requirements of environmental impact assessments, EGASPIN guidelines, gas flaring penalties, and oil spill response protocols.
